Driving the news: The city's school board voted Tuesday night to continue a mask mandate for students and staff, The Pioneer Press reports. NOW, THEREFORE, I, Melvin Carter, Mayor of the City of Saint Paul, hereby issue the following Executive Order: I, Melvin Carter III, Mayor of the City of Saint Paul, on November 16, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: The March 15, 2020 Emergency Declaration at Paragraph 2 directed City departments to review ordinance and regulatory requirements that can and should be adjusted or suspended, or to enact emergency regulations to support the residents of the City during the COVID-19 pandemic. During the course of the Declared Emergency, I have issued several Executive Orders, three of which expire on July 13, 2020: I, Melvin Carter III, Mayor of the City of Saint Paul, on August 14, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-01 declaring a Peacetime Emergency and coordinating Minnesotas strategy to protect Minnesotans from COVID-19 pursuant to Minn. Stat. WHEREAS, Saint Paul Leg. All Businesses: Strongly encouraged to include in their COVID-19 Preparedness Plan under Governor Walz Executive Order 20-56 a requirement that all individuals wear a face covering at all times when social distancing of at least 6 feet is not maintained. Any individual who subsequently refuses to leave said property upon request will be deemed to be trespassing and may be subject to criminal penalties as provided by law. The receipt shall disclose, in plain and simple language and in a conspicuous manner: (i) the menu price of the food; (ii) any sales or other tax applied to the transaction; (iii) any delivery charge or service fee, imposed on and collected from the customer by the Third-party Food Delivery Platform and by the Food Establishment, in addition to the menu price of the food; (iv) any tip/gratuity that will be paid to the person delivering the food, and not to the Third-party Food Delivery Platform, that was added into the transaction when it occurred, and (v) any commission associated with the transaction as referenced in paragraph 3 of this emergency executive order, not including any agreed-upon higher commission or fee for access to additional advertising or other products or services. Temporarily closing the skyway system from 10:00 PM on April 13 until 6:00 AM on April 14, 2021 is necessary to protect the safety of downtown residents and business owners whose residences and businesses are connected to the system from incidents of violence and vandalism in the skyway system. 12.29, which the City Council consented to on March 17, 2020, and which I have twice extended, and such extensions were approved by the City Council on June 10, 2020, and September 9, 2020; and, WHEREAS, according to guidance from the U.S. Department of the Treasury, local governments are authorized to expend CARES Act funds to provide emergency financial assistance to individuals and families directly impacted by a loss of income due to the COVID- 19 public health emergency; and, WHEREAS, by using information provided by CollegeBound Saint Paul participants and CARES Act and other funding, the city is uniquely positioned to provide necessary financial assistance to low-income residents impacted by the COVID-19 public health emergency; and, WHEREAS, Saint Paul Leg. . I, Melvin Carter III, Mayor of the City of Saint Paul, on September 3, 2020, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: WHEREAS, on March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-01 declaring a Peacetime Emergency and coordinating Minnesotas strategy to protect Minnesotans from COVID-19 pursuant to Minn. Stat. The market uncertainty of available compostable options resulted in winter delays for scheduling Packaging Resources Fairs. Emergency Plans classify all City services as Priority One, Priority Two, Priority Three, or Priority Four and determine the personnel necessary to maintain each service classification. As of March 24, 2020, Minnesota had 287 confirmed COVID-19 cases, with 35 hospitalizations. This civil unrest included mass protests in Minneapolis on May 26-28, 2020 which caused injuries, looting and the destruction of public and private property. I, Melvin Carter III, Mayor of the City of Saint Paul, on June 17, 2021, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: On March 13, 2020, Minnesota Governor Tim Walz issued Executive Order 20-01 declaring a Peacetime Emergency and coordinating Minnesotas strategy to protect Minnesotans from COVID-19 pursuant to Minn. Stat.12.31, Subd. On September 29, 2020 The Skyway Governance Advisory Committee, BOMA and the St. Paul Downtown Alliance met and discussed skyway use and the 7:00 p.m. closing hours. The hours of the skyway system are governed by Saint Paul Legislative Code 140.10 which sets the General Hours of Operation and requires that all parts of the skyway system shall be open to the public every day between the hours of 6:00 AM to 12:00 AM. Any employee in the Non-Represented Unit is not entitled to any negative accrual of Earned Sick and Safe Time (ESST) beyond forty-eight (48) hours under this Executive Order. Temporary C-19 Right of Way Obstruction Permit holders and Sidewalk Caf Obstruction Permit holders may continue to operate in City right-of-way until either one of the following, whichever occurs first: A. WHEREAS, the necessary resources to respond to and recover from this pandemic will exceed those resources available within the City, and additional resources will be needed from Ramsey County, and state and federal sources; I, Melvin Carter III, Mayor of the City of Saint Paul, on February 7, 2022, pursuant to Saint Paul Legislative Code Section 13.06, do hereby issue the following Executive Order: Even though the spread of COVID-19 has slowed, and vaccinations are becoming widely available, serious threats to health and safety of persons and other impacts of the COVID-19 pandemic continue to be felt in the City. Code Chapter 13.06(b) provides that, whenever necessary to meet an emergency the mayor may by executive order promulgate regulations for which adequate regulations have not been adopted respecting the conduct of persons and the use of property during emergencies; the repair, maintenance and safeguarding of essential public services; emergency health, fire and safety regulations; and all other matters which are required to protect public safety, health and welfare in emergencies; and, WHEREAS, the hours of the skyway system are governed by Saint Paul Legislative Code 140.10 which sets the General Hours of Operation and requires that all parts of the skyway system shall be open to the public every day between the hours of 6:00 a.m. to 12:00 a.m.; and, WHEREAS, on April 9, 2020 I issued Emergency Executive Order 2020-5 to allow an individual with responsibility for a portion of the skyway system to close their portion of the skyway for which they are responsible at 7 p.m. provided that notice of the revised skyway hours are posted in conspicuous locations; and, WHEREAS, based on the easing of COVID restrictions statewide, the fact that the spread of COVID-19 had slowed, and the wide availability of vaccines and the recommendation of skyway stakeholders I issued Executive Order 2021-23 which adjusted the skyway closure hours keeping the skyways open longer; and, WHEREAS, Executive Order 2021-23 was rescinded and replaced with Executive Order 2021-40 which allowed for an individual with responsibility for a portion of the skyway system is permitted to close their portion of the skyway for which they are responsible no earlier than 11:00 p.m. provided that notice of the revised skyway hours are posted in conspicuous locations; and, WHEREAS, Executive Order 2021-40 was extended by Executive Order 2021-44 and was set to expire on January 14, 2022 which would return Skyway Hours to normal; and, WHEREAS, The U.S. Centers for Disease Control and Prevention (CDC) identified new variants of the COVID-19 virus which are present in the United States and medical experts determined that some of these variants are significantly more contagious than previously known variants.
